From 1998 to 2002 Van Heijningen worked as a coordinator of the development solidarity fund Solidariteitsfonds XminY in Amsterdam. From 2002 to 2005 he worked as a foreign policy advisor to the party's parliamentary group and was a member of the SP executive. During the campaign against the EU Constitution he was one of the leading Dutch no-campaigners. In June 2005 he was elected General Secretary of the Socialist Party which is with 25 seats the 3rd biggest party in the Dutch parliament.
